Europe is a huge place and you need to narrow your focus. Cities like Paris and London are huge travel destinations but can be gaspingly expensive. The newer members of the European Union tend to be much less expensive for travelers, though the airfare to get there may be a bit more. Re-post your question once you really choose where you want to go.
Search “travel guides europe” and you should find many websites with information on visiting Europe.
There is no secret magic website that offers super cheap airfares. Also, someone age 16 or 17 (really anyone over the age of 2) needs a regular ticket.
If you want to travel as an individual you need to do the research yourself. Go to the travel sites (airgorilla, kayak, cheaptickets, travelocity, etc.) and also check the airline websites. I have nearly always found the best fares on the airline websites.
Be as flexible as possible regarding travel dates and the airport you glide to in Europe. For example, flying to Brussels may cost less than flying to Paris, especially during the summertime high-season. It might not help if your only destination is Paris because you then have to pay for the overland trip, but if you just need a starting point that is a excellent tactic.
Once you are in Europe you need to travel around. Check http://travelocity.raileurope.com/us/index.htm for train fares and RailPass information. Note that many budget airlines now operate in Europe and have airfares lower than the train fare. Be sure you know the whole cost because the train will take you from city-center to city-center while flying means you have to pay separately to travel between the city-center and the airport.
Search “backpacking guide to Europe”. Even if you don’t plot to backpack the guides offer LOTS of tips on how to reduce expenses.
Another option is to travel with a group or tour. Check in your area to find out if there are any schools, clubs or groups that have a trip to Europe plotted and will let you join them. Groups are able to negotiat better fares with the airlines and also better rates at hotels.
Excellent luck!
